Seedy psycho-thriller in the same vein as Sudden Impact, and similarly unpleasant. An attempt is made to flesh out the Dirty Harry-esque character, but it's all too rooted in tasteless voyeurism.

This one actually reminded me a bit of something like Cruising, in that Eastwood's character seems to be slowly disappearing into a sexual underworld, though this never gets as sleazy as Pacino's descent into gay S & M.
