However, Varela is actually responsible for most of the crime he's pledged to stop; his right-hand man Noriega (Ezequiel Hansen) leads a group of subnormal thugs on daily raids, raping and killing whoever offends their fascistic sensibilities, and also has a team of Nazi Ninjas on retainer, all to whip up support for Varela's law-and-order policies. One night, an especially ugly assault on a retarded man is witnessed by a hobo (Leandro de la Torre) who tastes the victim's blood and is transformed into a nearly indestructible zombie. Stealing a leather S&M suit from a porn dealer and hijacking a motorcycle, the hobo turns into a brutal avenger, tracking down Noriega and his compatriots and dispatching them with hideous relish.
